The HRSP project provided costs for each learning program and map out long-term training plans. However, many factors go into determining training costs. Therefore, the BTSD was provided with a model to determine costs rather than provide a budget with numerous assumptions that may or may not be realistic. The model for cost estimation evaluates effort and time required to develop training based on industry-leading research conducted by The Chapman Alliance and the Association for Talent Development (ATD). The cost estimation model considers the type of training to be delivered, the level of complexity and the stability of the subject matter.
